Government agencies are now being encouraged to operate more like the private sector -- as customer-driven, results-oriented enterprises. Through Lockheed, Charlie has recently worked on contract to the FAA as an Organization Development Specialist. He has guided the FAA and several other important government agencies to operate at higher service levels. Charlie has more than 20 years' experience in HR management and organizational development. For 10 of those years, he has run his own consulting business offering direction on large systems improvement for a variety of organizations such as Digital Equipment Corporation, The Department of the Navy, the Mauritius Employers' Federation and the USDA Forest Service.

Charlie received his B.A. in Psychology from California State University at Fullerton and his M.A. in Organizational Development from Central Washington University. He is currently involved in fund-raising efforts for the American Lung Association.
